Japan TELEC Certification
TELEC certification is a mandatory technical regulation conformity certification implemented by Japan for radio equipment, with the full name being Technical Regulation Conformity Certification.This certification is conducted by designated agencies under the Ministry of Internal Affairs and Communications (MIC) of Japan (such as TELEC, RF Technologies, JQA, etc.) in accordance with the Radio Law and MIC Notice No.88 regulations. It aims to ensure that radio equipment complies with electromagnetic compatibility, radio frequency performance, and safety standards in the Japanese market, thereby protecting consumer rights and maintaining the order of the radio spectrum.
I. Product Scope of TELEC Certification
According to the requirements of Japan‘s Radio Law, the following types of wireless products must obtain TELEC certification before entering the Japanese market:
Wireless LAN equipment: Wi-Fi routers, wireless network adapters, Mesh networking devices, etc. (supporting 2.4GHz/5GHz bands).
Bluetooth devices: Bluetooth headsets, Bluetooth speakers, Bluetooth keyboards, Bluetooth mice, Bluetooth wristbands, etc.
Mobile communication devices: Smartphones, tablets, feature phones, vehicle navigation terminals (supporting 2G/3G/4G/5G networks).
Short-range wireless devices: ZigBee smart home devices, RFID readers/writers, UWB ultra-wideband positioning equipment, wireless remote controls, etc.
Other radio equipment: walkie-talkies, wireless cameras, drone video transmission modules, vehicle-mounted wireless devices, etc.
II. Core Test Items of TELEC Certification:
TELEC certification focuses on wireless RF performance, spectrum compliance, and electromagnetic compatibility (EMC). Specific test items vary depending on the product type:
1.General RF Tests:
Frequency and Power: Frequency error, antenna power error (applicable to all wireless devices such as Bluetooth, Wi-Fi);
Spectrum characteristics: coupling bandwidth/carrier frequency bandwidth, 3 dB lobe bandwidth (routers, wireless APs, etc. need to be tested);
Spurious interference: conducted spurious emissions, radiated spurious emissions (key items for mobile phones and smart devices);
Emission control: EIRP antenna power, duty cycle (required for drones, remote controls, etc.);
2.Additional Tests for Special Frequency Bands:
2.4 GHz Wi-Fi Devices:
Channel 13 (2412–2472 MHz): Tested per MIC Notice No.88 Annex 43;
Channel 14 (2471–2497 MHz): Requires separate testing per Annex 44, increasing cost by 30%–50%.
5 GHz Wi-Fi Devices:
Band W56 (5.6 GHz): Must meet the new version of DFS (Dynamic Frequency Selection) testing, which is more stringent.
3.Specialized Tests:
Bluetooth Products: Frequency error, duty cycle, antenna gain consistency; antenna specification sheet (including gain and dimensional drawing) must be submitted;
Medical/Industrial Equipment: Additional safety isolation tests (e.g., EN 60601-1-2) and immunity assessment are required.
III. Validity Period and Maintenance Requirements of TELEC Certification:
1.Certificate Validity Period:
Nominally permanent validity: The certificate itself has no fixed expiration date, provided that the following conditions are met:
The product design, hardware, and software remain unchanged;
Japanese regulatory standards have not been updated.
2.Circumstances Requiring Re-certification:
Hardware changes: Replacement of antenna, RF module, or circuit design (requires re-testing and certificate update);
Software upgrades: If they affect RF parameters (e.g., power, frequency band), supplementary testing is required;
Standard updates: For example, if MIC revises Annex 45 (Band W56), re-testing must be performed according to the new regulations.
3.Maintenance Requirements:
Production consistency: Mass-produced products must be identical to the certified sample; otherwise, they risk being flagged during market spot checks;
Label compliance: Products must bear the "技適マーク" (Giteki mark) and the TELEC registration code; otherwise, they may be detained by customs;
Agent mechanism: The certificate must be held through a registered company in Japan; without an agent, application or renewal is not possible.
IV. Documents Required for Applying for TELEC Certification
1.User Manual
2.Block diagram (must include all crystal oscillator information and chip models; the antenna must be marked with its frequency).
3. Circuit schematic (must include all chip models and crystal oscillator information, corresponding to the block diagram)
4.Operational Description (describes the working process of chips and crystal oscillators in the block diagram; must include model numbers and crystal oscillator information)
5.Bill of Materials (BOM) (must list all crystal oscillator information and chip models)
6.PCB Layout (PCB trace diagram)
7. Component location diagram (component placement map on the PCB board)
8.Label (must indicate dimensions and position on the product; must include the TELEC logo)
9.ISO 9001 Certificate (both applicant and manufacturer need it; if not available, ISO documents must be provided)
10.Antenna Specification Sheet (complete antenna report, must include antenna type, antenna manufacturer information, antenna radiation pattern, and antenna gain)
11.Hardware and Software Version Numbers
