I. What is Canadian IC certification?

Canadian IC certification originally refers to the mandatory certification system implemented by Industry Canada. After 2023, this function was transferred to Innovation, Science and Economic Development Canada (ISED).However, in industry practice, the term "IC Certification" is still widely used. Its legal basis is the Canadian Radiocommunication Act and the Radio Standards Specification (RSP-100).

The core objective of IC certification is to ensure that wireless devices sold or used within Canada do not cause harmful interference and comply with regulatory requirements regarding RF exposure, electromagnetic compatibility (EMC), and spectrum usage. Unlike the FCC (United States), which focuses more on alignment with technical specifications, IC certification has its own independent standards in terms of technical parameters, labeling requirements, and test report formats.

II. Core Certification Modes and Scope of Application

ISED certification is mainly divided into two modes based on whether the product has wireless communication functions:

IC-ID (Certification mode): Applicable to all devices with wireless communication functions (such as Wi-Fi/Bluetooth devices, smartphones, routers, drones, two-way radios, IoT devices, etc.). Such products must undergo official review and obtain a unique IC-ID number.

IC-SDOC (Self-Declaration of Conformity mode): Applicable to ordinary electronic products without wireless functions (such as desktop computers, power adapters, ordinary lamps, etc.), which only need to meet electromagnetic compatibility (EMC) requirements.

III. Complete Process Analysis of IC ID Certification

The key to understanding "how to apply for Canadian IC certification" is to master the following 7 key steps.

1. Determine applicable standards (Technical specification selection)

Based on the wireless technology and frequency band used by the device, ISED has issued corresponding RSS standards (Radio Standards Specification). Common standards include:

-RSS-247 (for DTS devices, such as 2.4G Wi-Fi, Bluetooth)

-RSS-210 (for license-exempt frequency band transmitting equipment)

-RSS-132/133 (for LTE/cellular devices)

-RSS-102 (RF exposure assessment specification, SAR or MPE)

Manufacturers need to check their product functions, confirm the applicable RSS standards, and refer to the latest version on the ISED website.

2. Commission an accredited laboratory for testing

ISED requires that testing be completed at an ISED-recognized accredited laboratory. These laboratories typically also hold other certification qualifications such as FCC and CE.The main test items include:

RF power, frequency tolerance, spurious emissions (RSS standards)

Electromagnetic Compatibility (ICES-003)

SAR (Specific Absorption Rate) or MPE (Power Density) evaluation (for devices used close to the human body)

Cybersecurity testing (for specific IoT devices, supplementary item)

Please ensure that the laboratory can convert the test report into the format required by ISED, as this will directly affect the review speed.

3. Obtain a Canadian Agent (CAN Agent)

ISED regulations require that foreign manufacturers must designate an entity located in Canada as their authorized representative (Canadian Representative) when applying for IC ID. This agent will be responsible for communicating with ISED regarding product safety issues and must have its contact information listed on the packaging and in the user manual. Many testing laboratories or consulting firms offer agency services.

4. Submit the IC ID application (through the ISED certification database)

Currently, all IC ID applications are submitted through ISED‘s online certification system (ESC-CSS, Electronic Submission System). The following materials are required for the application:

Complete technical test reports (including RF, EMC, SAR, etc.)

Product block diagram, schematics, and component list

User manual, product label drawing (with IC ID number placeholder reserved)

Canadian Agent Authorization Letter (Letter of Agency)

Internal and external photos of the product (close-up shots and close-ups of antenna locations)

5. Obtain the IC ID and Certificate

After ISED review approval, a unique IC ID number (in the format: IC: Company Number - Product Number) will be assigned to your product, and an IC ID certificate will be issued. This is the "market access license" for the Canadian market.

IV. Frequently Asked Questions (FAQ)

Q1: Can the test reports for IC certification and FCC certification be shared?

A: Although IC testing standards are highly similar to those of the FCC, they cannot be directly shared. This is because IC has specific requirements for report format, limits, sample photos, etc.

Q2: Does IC ID require a factory inspection?

A: Generally speaking, the IC ID application for wireless devices does not require a factory audit.

Q3: How much is the official fee for IC ID?

A: Official fee adjustment: As of April 1, 2025, the official registration fee for a new IC-ID certification application has been increased to USD 804.14, and the modification application fee is USD 402.07.
