What is CA65 certification
I. Overview of California Proposition 65
California 65, formally known as Proposition 65, abbreviated as CA65, and also referred to as CP65 certification or Prop 65 certification. This certification originates from the Safe Drinking Water and Toxic Enforcement Act of 1986, passed by the U.S. state of California, and officially took effect in November of that year. The core purpose of this Act is to protect California residents from exposure to a wide range of known harmful chemicals.California Proposition 65 has two core requirements: First, it strictly prohibits the discharge of hazardous substances specified in the proposition into drinking water; Second, if a product contains certain harmful chemicals that consumers may be exposed to during use, businesses must provide clear and reasonable warnings.

II. What are the test items for California Proposition 65?
California Proposition 65 testing primarily focuses on accessible metal and non-metal materials, covering a wide range of chemical substances that may pose risks to human health, especially those known or suspected to cause cancer, birth defects, or other reproductive harm.Common test items are as follows:

1. Heavy metals:
Lead (Pb): As a key testing target, its limit requirements vary across different products. For example, the lead limit is 100 ppm in some products.Lead is commonly found in products such as electronic components, toys, jewelry, ceramic tableware, etc.
Cadmium (Cd): It is also a key testing item, with the limit generally around 200 ppm (varies by product).Cadmium may be present in some metal accessories and plastic products.
Mercury (Hg): It is also a strictly regulated heavy metal that receives significant attention in relevant product testing. It can be found in certain batteries, fluorescent lamps, and some electronic products.
Arsenic (As): It is also included in the testing scope and may be present in certain cosmetics, pesticide residues, and some natural material products.

2. Organic compounds:
Formaldehyde: Commonly used in the production of adhesives, coatings, and similar products. In the case of toys, testing is specifically conducted on textiles and leather that come into direct contact with the skin to determine formaldehyde content, with a typical limit set at 75 ppm. Products with excessive formaldehyde emission can cause irritation and damage to the human respiratory tract, skin, and other areas.

Phthalates: A class of commonly used plasticizers found in plastic products, children‘s toys, and personal care items, believed to have potential endocrine-disrupting effects. In California Proposition 65 testing, particular attention is paid to the levels of phthalates in products, especially those parts that may come into contact with human skin or the mouth.

Bisphenol A (BPA): Widely used in plastic products, especially food containers and packaging materials, and is suspected to be linked to reproductive system diseases. In the testing of plastic products intended for food contact, BPA is one of the key testing items.

3. Other hazardous substances:
Polycyclic Aromatic Hydrocarbons (PAHs) mainly originate from fuel combustion, tobacco smoke, and certain industrial processes. They are also present in products such as rubber, plastics, and coatings, and are likewise included within the scope of California Proposition 65 testing.

III. What are the scopes of application of California Proposition 65?
The scope of California Proposition 65 is extremely broad, covering a wide variety of products. Common examples include: handbags, footwear, belts, apparel, fashion accessories, jewelry, kitchen utensils, copper decorative products, sporting goods, hand tools, furniture, electronics, and electrical appliances, among others.

IV. How to address the certification requirements of California Proposition 65?
Testing and certification: Companies can send their products to third-party laboratories for comprehensive testing, and determine whether the products meet compliance based on the various chemical substance limit standards stipulated by California Proposition 65.

Compliance statement: Companies can issue their own product compliance statements to certify that the product has undergone rigorous internal testing and meets the requirements of California Proposition 65. Although this statement is not an official certification, it can, in some cases, serve as an effective proof of compliance when provided to e-commerce platforms or relevant regulatory authorities, demonstrating the company‘s control over product quality and compliance.

Warning labels: If certain chemical substances in a product exceed the limit values but still fall within the permissible range for sale, sellers must affix clear and conspicuous warning labels on the product to fulfill their disclosure obligations, allowing consumers to fully understand the potential risks associated with the product before making a purchase. The content and format of warning labels must strictly comply with California regulations. For example, a common warning statement is: "WARNING: This product contains chemicals known to the State of California to cause cancer/reproductive toxicity." And it must be ensured that the label is displayed in prominent locations such as product packaging and sales pages.

V. How long is the validity period of California Proposition 65 certification?
Generally speaking, California Proposition 65 certification itself does not have a strictly fixed validity period in the strict sense. However, it is particularly important to note that California Proposition 65 reports are not set in stone.Since regulations are continuously updated, once there are changes to the regulations, California Proposition 65 reports must also be updated in a timely manner. Once a new version of the regulations is released, the old version of the report becomes invalid accordingly. This requires companies to constantly monitor regulatory developments and promptly re-evaluate and retest their products to ensure they always meet the latest California Proposition 65 certification requirements.

California Proposition 65 certification is an important access requirement for entering the California market in the United States. Only by thoroughly understanding its requirements, strictly controlling product quality, and proactively addressing the certification process can companies effectively mitigate risks, successfully enter the California market, and establish a foothold in the fierce market competition.
