I. What is CCC certification?
CCC certification (China Compulsory Certification) is a mandatory certification system implemented by the Chinese government for products that involve personal safety, animal and plant life safety, environmental protection, and national security.It is uniformly managed by the State Administration for Market Regulation (SAMR) and specifically implemented by designated certification bodies such as the China Quality Certification Centre (CQC).
Mandatory products that have not passed CCC certification are not allowed to leave the factory, be sold, be imported, or be used in other business activities.
II. Scope of Applicable Products
Currently, the CCC certification catalog covers a wide range of products, for example:
• Wires and cables (e.g., rubber insulated cables with rated voltage up to and including 450/750V)
• Circuit switches and protective devices (e.g., circuit breakers, fuses)
• Low-voltage electrical apparatus
• Small-power motors
• Electric tools
• Household and similar appliances (e.g., refrigerators, washing machines, air conditioners, electric fans)
• Audio and video equipment (e.g., televisions, loudspeakers)
• Information technology equipment (e.g., computers, printers)
• Motor vehicles and safety components
• Safety glass
• Fire protection products, etc.
How to check: The latest Compulsory Product Certification Catalog can be found on the official website of the State Administration for Market Regulation or the CQC website.
III. Certification Process
The standard process of CCC certification is as follows (taking the first application as an example):
1. Confirm that the product is within the CCC catalog; the applicant verifies the HS code and product technical parameters.
2. Select a designated certification body and submit the application;
3. Submit the application materials; the applicant provides technical documents, sample list, photos, etc.
4. Type test (sample testing); the testing organization conducts it in accordance with the corresponding GB standards;
5. Initial factory inspection – the certification body verifies the quality system and product consistency; comprehensive evaluation and approval are granted only when both the certification body‘s testing and factory inspection have passed.
6. Obtain the CCC certificate; the validity period issued by the certification body is typically 5 years.
7. Mark usage filing – the applicant shall implement it in accordance with the CCC Mark Management Measures.
8. Annual supervision and inspection – the certification body conducts it once a year to ensure ongoing compliance.
IV. Detailed Implementation Rules
1. Application and Document Preparation
The following documents must be prepared before applying:
• Application form (available for download on the certification body‘s official website)
• Product manual (including functions, parameters, and structure)
• Electrical schematic diagram and structural drawing
• List of key components and materials (must be certified products from approved suppliers)
• Process flow chart
• Registered trademark certificate
• Business license of the manufacturer
2. Type Test (Product Testing)
Applicable standards: Based on the national standards (GB standards) corresponding to the CCC catalog.
Testing body: Must be a laboratory designated by CNCA.
Testing content: Electrical safety, mechanical safety, EMC (electromagnetic compatibility), performance testing, etc.
Number of samples: Typically 2–5 sets of samples are required (depending on the product category).
Duration: Generally 3–8 weeks; may be longer for complex products.
3. Initial Factory Inspection
Purpose: To verify that the manufacturer has the capability to ensure quality assurance and maintain consistency in mass production.
Inspection items:
• Quality management system (conforming to ISO 9001 requirements)
• Incoming inspection records
• Production process control
• Final product inspection and routine testing
• Traceability of key components
• Non-conforming product control procedures
The inspection team usually consists of 2 to 4 members, and the inspection takes about 2 days. For overseas factories, additional arrangements for interpretation services are required.
4. Certificate Issuance and Validity Period
Passed tests + Passed factory inspection → Certificate issuance
Validity period: 5 years
An annual supervision inspection (annual audit) must be accepted every year during the validity period.
5. CCC Mark Management
• The CCC mark must be affixed or printed on the product body or nameplate;
• It must not be reduced in size, deformed, or have its color altered;
• Export products sold within China must also bear the mark.
V. Timeline
Project timeline:
Type test: 3–8 weeks;
Factory inspection: 1–2 weeks;
Application: 1 week.
VI. Common Issues and Precautions
CCC Exemption
• For scientific research or sample display only
• Imported components used in the production of export products
• Imported spare parts for maintenance
• Application for a Certificate for CCC Exemption is required
Non-Compliant Key Components
• All key components must have passed CCC or other recognized certifications; otherwise, the entire product cannot pass certification.
Risk of Failing Annual Audit
• Insufficient consistency control (e.g., model changes, material substitutions not filed)
• Failure of quality system operation
Model Expansion Application
• Adding new models within the same product series allows for differential testing, reducing costs and lead times.
