SRRC certification (State Radio Regulatory Commission of China) is a mandatory radio equipment type approval certification enforced by the National Radio Regulatory Commission of China. According to the "Regulations of the People‘s Republic of China on Radio Management," all radio transmitting equipment sold and used within China must obtain an SRRC approval certificate (Radio Type Approval Certification) and have the approval code (CMIIT ID) marked on the device.
I. The Core Purpose of SRRC Certification
1. Regulate the use of radio spectrum resources: Ensure that devices operate within designated frequency bands to avoid interfering with critical radio services (such as aviation, military communications, etc.).
2. Ensure electromagnetic compatibility (EMC): Prevent equipment from generating excessive electromagnetic radiation that could affect the normal operation of other electronic devices.
3. Safeguard national security and public interests: Prevent radio equipment from being used for illegal surveillance or interference with critical infrastructure.
4. Protect consumer rights: Ensure that radio equipment complies with applicable national health, safety, and environmental standards.
Scope of Application
1. State Regulatory ComRadiomission, abbreviated as SRRC; official website: www.srrc.org.cn;
2. All radio transmission equipment exported to China or manufactured domestically must undergo SRRC certification and bear the radio transmission equipment type approval code.
3. Each model of radio transmission equipment is issued a unique "Radio Transmission Equipment Type Approval Certificate" and approval code. If there are changes in the product‘s performance or key technical parameters, it must undergo SRRC certification again.
II. Scope of SRRC Certification
Radio communication, navigation, positioning, direction finding, radar, remote control, telemetry, broadcasting, television, and various other equipment that emits radio waves (excluding industrial, scientific, and medical equipment that may radiate electromagnetic waves, electrified transportation systems, high-voltage power lines, and other electrical devices).
Equipment Types:
1. Wireless communication equipment: Mobile phones, two-way radios, Bluetooth devices, wireless LAN devices, wireless mice/keyboards, etc.
2. Navigation and positioning equipment: GNSS devices, etc.
3. Broadcasting equipment: Stereo FM broadcast transmitters, shortwave AM broadcast transmitters, etc.
4. Other equipment with wireless transmission functions: Smart home devices, IoT devices, Industrial, Scientific, and Medical (ISM) band equipment, etc.
III. SRRC Application Conditions
1. The applicant must be an enterprise or institution with independent legal personality.
2. The applied product must comply with the relevant regulations and standards of national radio management.
3. The applied product must provide complete technical documentation and test reports.
Certificate Validity Period: Currently, the certificate obtained upon application is valid for five years.
IV. SRRC Certification Testing Requirements
Core Test Items:
1. Frequency range test: Verify that the transmission frequency band complies with China‘s radio frequency band allocation regulations.
Equivalent isotropically radiated power (EIRP) test: Ensure that the transmit power does not exceed the limit (e.g., 20dBm for 2.4GHz Wi-Fi).
2. Bandwidth and spurious emission tests:
Necessary bandwidth test
Out-of-band emission (OBE) and spurious emission (SE) tests
Occupied bandwidth (OBW) test
3. Frequency tolerance test: Verify frequency stability
Special additional requirements for specific equipment:
1. 5G equipment requires additional SAR (Specific Absorption Rate) testing
2. Vehicle-mounted equipment requires transient conducted immunity testing
V. Products That Do Not Require SRRC Certification
Micro-power short-range radio equipment:
1. General-purpose wireless remote control devices: such as toy-grade 27MHz and 40MHz remote-controlled airplanes and cars, etc. Some 2.4GHz and 5.8GHz devices: 5.8GHz wireless LAN and spread-spectrum equipment with transmit power ≤ 25mW (14dBm), and 2.4GHz wireless LAN and spread-spectrum equipment with transmit power ≤ 10mW (10dBm) are classified as micro-power short-range radio transmitting equipment and do not require type approval.
2. Other equipment: Including wireless microphones and civil radio metering instruments, dedicated wireless remote control equipment for cranes or conveyor machinery, industrial wireless remote control equipment, wireless control devices for various types of civil equipment, etc.
3. Non-radio transmitting equipment: Devices that themselves do not have radio transmission capabilities and only receive radio signals, such as ordinary radios, televisions (that only receive broadcast or TV signals without wireless transmission functionality), purely wired communication devices without wireless functions (e.g., ordinary landline telephones that transmit signals via telephone lines), etc., do not require SRRC certification.
VI. International Mutual Recognition of SRRC Certification
Direct Mutual Recognition Situations:
1. Mutual recognition agreements exist with some ASEAN countries (e.g., Malaysia‘s SIRIM certification may partially recognize SRRC test reports)
2. Member states that have joined APT (Asia-Pacific Telecommunity) frequency coordination may have simplified certification procedures
U.S. Market: Requires FCC certification, which aims to ensure the electromagnetic compatibility and safety of electronic products. For wireless electronic products, specific radio frequency emission standards must also be followed. For example, Bluetooth speakers exported to the U.S. need to pass relevant FCC tests and obtain certification.
EU Market: Common certifications include CE certification, which covers requirements across multiple aspects such as safety, health, and environmental protection. For electronic products with wireless functionality, they also need to comply with the RED (Radio Equipment Directive) to ensure their conformity in the EU market. For example, wireless earphones exported to the EU must meet both CE certification and RED requirements.
Japan Market: Wireless electronic products generally require TELEC certification, which is Japan‘s mandatory certification for wireless products, following Japan‘s Radio Law and similar to China‘s SRRC certification. For example, wireless routers exported to Japan must obtain TELEC certification.
South Korea Market: KC certification can accept partial SRRC test reports (a Chinese-English bilingual version must be provided).
