EU CE certification

The EU‘s CE certification (Conformité Européenne) is a mandatory compliance requirement for products entering the European Economic Area (EEA), covering a wide range of products such as electronic equipment, machinery, building materials, medical devices, personal protective equipment, and more. The CE marking indicates that the product complies with EU safety, health, and environmental standards.

1. Core Elements of CE Certification

(1) Scope of Applicable Products

CE certification applies to 22 categories of products, with major directives/regulations including:

Household Appliances – LVD (2014/35/EU), EMC (2014/30/EU): refrigerators, washing machines, hair dryers

Machinery – MD (2006/42/EC): industrial robots, injection molding machines

Construction Products – CPR (EU) 305/2011: doors and windows, flooring, fire-resistant materials

Medical Devices – MDR (EU) 2017/745: surgical instruments, diagnostic equipment

Personal Protective Equipment – PPE (EU) 2016/425: safety helmets, protective gloves

Wireless Equipment – RED (2014/53/EU): Bluetooth headsets, Wi-Fi routers

Note: Some products are required to comply with multiple directives simultaneously (e.g., household appliances must meet both LVD and EMC).

(2) Legal Effect of CE Certification

Mandatory Scope: All products sold within the European Union.

Consequences of Non-Compliance:

Customs detention, product removal from the market

Criminal liability (for serious safety defects)

2. CE Certification Process (6 Key Steps)

Step 1: Determine applicable directives

Select the corresponding EU directives based on the product type (e.g., household appliances → LVD + EMC).

Query the EU official database (NANDO) to confirm the applicable harmonised (EN) standards.

Step 2: Conduct conformity assessment

1. Self-certification (internal production control): Applicable to low-risk products (e.g., ordinary household appliances). The manufacturer conducts its own testing and signs a Declaration of Conformity (DoC).

2. Third-party certification (involvement of a Notified Body): High-risk products (e.g., medical devices, gas appliances) require review by a Notified Body (NB).

Step 3: Product Testing

Testing standards: Based on EN standards (e.g., EN 60335-1 for household appliance safety).

Step 4: Prepare technical documentation (Technical Documentation)

Required Document List:

Product description (technical specifications, design drawings)

Declaration of Conformity (DoC) (template available on the EU official website)

Test reports (LVD, EMC, RoHS, etc.)

User manual (in an official EU language version)

Risk assessment report (if required by the Machinery Directive, etc.)

EC type-examination certificate (if a Notified Body is involved)

Step 5: Affix the CE marking

Marking requirements:

Height ≥ 5 mm, clear and legible.

Location: on the product itself, packaging, or instructions.

Step 6: EU Authorized Representative

Non-EU manufacturers must designate an EU authorized representative (legal contact person).

The representative‘s information must be indicated on the product label and/or accompanying documents.

3. Frequently Asked Questions (FAQ)

Q1: Does CE certification require a factory audit?

Self-certification: Usually not required (unless requested by the customer).

NB certification: Factory inspections may be required for high-risk products (e.g., medical devices).

Q2: How long is a CE certificate valid?

There is no fixed validity period, but ongoing compliance with the latest regulations is required (e.g., directive updates or standard revisions).

Q3: What is the difference between CE and UKCA?

CE: Applies to the EU market.

UKCA: Applies to the UK market (replaced CE after Brexit).

4. Key Considerations

• Standard Updates: EU regulations are subject to dynamic changes (e.g., the RoHS exemption list was updated in 2024).

• Language Requirements: Technical documentation must be prepared in an official EU language (English, French, German, etc.).EU CE certification
