II. Application Process for KC Certification

2.1 Submitting an Application:

The appropriate certification body needs to be selected, such as Korea Testing Laboratory (KTL), Korea Testing Certification (KTC), etc., and the following documents shall be prepared:

1.Product specification sheet

2.Electrical schematic diagram

3.User manual

4.Application form

5.Company business license and qualification certificates

2.2 Testing and Evaluation:

The certification body will conduct a series of tests on the product to ensure it meets Korea‘s safety and performance standards.

Safety Testing: Depending on the product category, tests such as insulation resistance, dielectric strength, leakage current, etc., are performed. Household appliances must comply with the K 60335-1 standard.

Electromagnetic Compatibility (EMC) Testing: Tests the product‘s electromagnetic emissions and immunity to interference, ensuring it does not affect the normal operation of other equipment, etc.

2.3 Factory Audit (Factory Inspection):

For products requiring mandatory certification, the certification body will audit the manufacturing factory to evaluate its quality management system, production capacity, and consistency control.

Initial Factory Audit: Conducted at the time of initial certification to ensure the factory has the capability to produce compliant products.

Annual Surveillance Audit: After the certification is granted, the certification body will conduct a surveillance audit once a year to ensure ongoing compliance with requirements.

2.4 Certificate Issuance:

After passing the testing and factory audit, the certification body will issue the KC certification certificate. The company may then affix the KC mark on its products, indicating compliance with Korea‘s safety requirements and allowing the products to be sold in the Korean market.

2.5 Questions

1. Does KC certification require a factory audit?

KC certification requires a factory audit in certain cases, depending on the risk level of the product and the type of certification:

Mandatory Safety Certification (KC Safety Certification):

Factory audit required: For high-risk electrical appliances such as household appliances, information technology equipment, etc., a factory audit is mandatory. This includes an initial factory audit and subsequent annual surveillance audits.

Audit content: Quality management system, production process control, management of raw materials and components, product consistency, etc.

2. If the factory is located in China, how is the factory audit for KC certification conducted?

When the manufacturing factory is located in China and applying for KC certification in South Korea, the factory audit remains a necessary step. Below are the specific procedures and considerations for factory audits when the factory is in China:

Arrangement of the Audit by the Certification Body

Korean certification bodies dispatch auditors: Korean certification bodies such as KTL, KTC, or KTR will send trained and authorized auditors to the factory in China to conduct on-site inspections.

Entrustment to local partner organizations: Some Korean certification bodies may entrust their partner organizations in China or qualified third-party inspection agencies to conduct the factory audit on their behalf.

3. Self-Regulatory Safety Confirmation:

Factory audit may not be required: For medium-risk products, companies are required to self-confirm that their products comply with safety standards, and submit test reports along with relevant documentation.

Spot-check mechanism: Relevant Korean authorities may conduct irregular spot checks, but regular factory audits are not required.

4. Supplier‘s Declaration of Conformity:

No factory audit required: For low-risk products, companies may self-declare that their products comply with relevant standards, without the need for a factory audit.

5. Summary:

Products subject to mandatory certification: A factory audit is required.

Voluntary or low-risk products: A factory audit is generally not required, but it is necessary to ensure that the products comply with relevant standards and to retain the required technical documents for inspection purposes.

III. Key Focus of KC Certification: Compliance with Relevant Standards

3.1 Understanding the Applicable Korean Standards

The core of KC certification lies in ensuring that products comply with Korea‘s safety and quality standards. Different product categories are subject to different Korean Standards (KS) or internationally adopted standards in Korea. It is necessary to:

Identify applicable standards: Determine which Korean standards or international standards need to be followed based on the product‘s function and intended use.

Obtain the standard texts: Acquire the latest versions of the standards through the Korean Agency for Technology and Standards (KATS) or relevant channels.

3.2 Product Testing and Conformity Assessment

To demonstrate that products comply with relevant standards, enterprises must conduct rigorous testing and evaluation:

Select an appropriate testing laboratory: You may choose a testing laboratory accredited in South Korea, or an overseas certification body that cooperates with a Korean certification agency.

3.3 Conduct Comprehensive Product Testing:

Safety Testing: Such as dielectric strength, insulation, temperature rise, leakage current, etc.

EMC Testing: Including radiated emission, conducted emission, immunity, and other test items.

Wireless Testing: For wireless devices, tests such as RF power, spectrum characteristics, frequency stability, etc., are required.

3.4 Obtain the Test Report:

The test report shall meet the format requirements of the Korean certification body and document the test procedures and results in detail.

3.5 Communication and Collaboration with Certification Bodies

Update standard information in a timely manner: Standards may be updated or revised; it is necessary to maintain communication with the certification body to obtain the latest information.

Feedback and corrective actions: If non-conformities are found during testing or auditing, actively communicate with the certification body, develop a corrective action plan, and implement it.

3.6 Compliance with Regulations and Market Surveillance

Comply with the Electrical Appliances and Consumer Products Safety Control Act: Ensure that both the product and the production process meet the requirements of laws and regulations.

Product labeling and instructions: Properly affix the KC mark on the product as required, and provide product manuals and warning information in Korean.

3.7 Common Challenges and Solutions

Insufficient understanding of standard differences: Solution: Engage professional consulting firms or technical experts to gain an in-depth understanding of the specific requirements of Korean standards.

Failure to pass testing: Solution: Analyze the causes of test failure, improve product design or processes, and retest.

3.8 Important Reminders

Plan ahead for timing: The certification process may take several months; arrange accordingly to avoid delays in product launch.

Maintain completeness and authenticity of documents: All submitted materials and documents should be truthful and complete; false information may lead to certification failure.

Pay attention to follow-up surveillance: After obtaining KC certification, cooperate with the certification body‘s annual surveillance audits to continuously maintain product compliance.

IV. Certificate Validity Period:

The validity period of KC certification varies depending on the certification type and product category, mainly divided into the following two types:

1. Mandatory Safety Certification:

No fixed validity period, but validity must be maintained through annual factory inspections and product sampling tests.

Examples: High-risk products such as household appliances (refrigerators, washing machines), industrial equipment (motors, inverters).

2. Self-Regulatory Safety Confirmation (Voluntary Certification):

Fixed validity period of 5 years, with no factory inspection required during this period.

Examples: Certain low-risk electronic products (such as batteries, dry cells).
