Saudi Arabia SASO Certification
I. Scope of Application of SASO Certification
1.Applicable products
SASO certification covers multiple categories, mainly including:
Electrical and electronic products (household appliances, IT equipment, lighting products)
Automobiles and parts (tires, batteries, safety accessories)
Construction products (cables, switches, pipes)
Chemical products (paints, detergents)
Children‘s products (toys, strollers)
Energy-efficiency-related products (air conditioners, refrigerators, washing machines, etc.)
As of 2025, the Saudi Standards, Metrology and Quality Organization (SASO) has included 28 product categories in the SABER mandatory certification list. Newly added categories include:
Some medical devices (Class II non-implantable)
New energy products (such as photovoltaic modules and energy storage equipment)
Smart home appliances (must comply with Saudi energy efficiency label requirements)
Children‘s products (expanded to stationery and sports equipment)
Food contact materials (plastic and metal products must pass migration tests)
Note: Traditional bodies (such as Nemko, Intertek, etc.) may still issue COC certificates, but only for products not included in the SABER system, and the SCoC (Shipment Conformity Certificate) must be submitted simultaneously.
II. SASO Certification Process (Based on the SABER System)
1.Product Registration
Create an account on the SABER platform and submit product information (brand, model, technical parameters).
Select the applicable SASO technical standard (e.g., SASO IEC 60950-1 for IT equipment safety).
2.Testing and Certification
Option 1: Conduct testing at a SASO-recognized laboratory (local Saudi or internationally ILAC-accredited laboratory).
Option 2: Use CB reports, CE certification, or GCC certification for conversion (supplementary Saudi deviation tests required).
3.Apply for CoC (Certificate of Conformity)
Submit test reports, photos, and instructions (must be in Arabic) via SABER.
After payment, the authorized SASO body reviews and issues the CoC.
4.Customs Clearance
Importers must submit the CoC and the QR code generated by SABER to Saudi customs; otherwise, the goods may be rejected.
5. Additional Requirements for Energy-Efficiency Products
Air conditioners, refrigerators, etc., need to apply for the SASO Energy Label and mark the energy efficiency rating (1–5 stars) on the product.
III. Key Considerations
1.Local Representative Requirement
Overseas manufacturers must apply for SABER certification through a local agent (Legal Representative) in Saudi Arabia.
2.Labeling and Documentation Requirements
Product labels: Must include Arabic markings, voltage, warning statements, etc.
Manuals: Must be provided in Arabic.
